Living with Nuclear Energy: Researching the Trust Relationship in the Risk Governance of Environmental Issues

Abstract
In order to fulfill the requirement of energy-saving and emission-reduction, the government needs to develop low-carbon energy resources. Nuclear power has been considered as a reliable low-carbon energy resource. However, people′s concern about the environmental risk of nuclear energy and their resisting ac-tivities have become major hinders to its development. This research analyses the trust relationship between operator and manager of civil nuclear power project under the framework of risk governance of environmental issues. The research team interviewed 43 local people near Daya Bay Nuclear Plant and found that their o-pinions about the nuclear power station fall into three distinguished categories: threat and worry, reluctant acceptance and distruse, normalization. After the Fukushima hazard, nuclear risk has been socially ampli-fied. Nuclear industry has to face its stigma. Local residents are not willing to have new nuclear power sta-tions built around them. The local social and economic contexts influence people′s trust towards nuclear in-dustry, media and the government.关键词
