政策受众、执行偏差与环境抗争 ——基于冀南L镇的个案分析
On Policy Target Groups, Deviation of Policy Implementation and Environmental Protest: A Case Analysis of L Town
摘要
Abstract
In the process of subsidence area governance, the phenomenon of rural environmental protest al-ways occurs. Based on the case analysis of L town, this paper found that the failure of environmental govern-ance caused by deviations provides a certain amount of protest to political space for policy target groups, policy implementation has become an effective entry point for understanding the issue of environmental pro-test. The logic chain between policy implementation and environmental protest is mainly manifested in the following aspects:the self-interest of the implemental subject results in the deviation of policy implementa-tion, which provides a justification for policy target groups to initiate environmental protest, and the size of policy target groups affects the intensity of environmental protests. Therefore, we should constantly reflect on the issue of environmental governance in the course of policy implementation. Strengthening the concept of people-oriented governance, improving the administrative supervision mechanism, promoting the publicity and communication of policy should be on the right approach to eliminating the deviation of policy imple-mentation and to easing environmental protests.关键词
