Abstract
Traditional regulatory detailed plan has great rigidity and poor adaptability to the market,and then flexible plan is born.It is a necessary research whether flexible plan can be implemented.The regulatory detailed plan of Shanghai pilot free trade zone is the first regulatory detailed plan that implies flexible idea.The research takes regulatory detailed plan of Shanghai pilot free trade zone as a case,focusing on the transition of stock lands in Waigaoqiao,and assesses the fact and reasons of implementation of flexible control.Finally it tries to make suggestions from planning,policies and management,and provides experience for the implementation of flexible plan in other stock industrial zones.关键词
