Abstract
With the background of urban transformation,planning angle of return to the human level,the community livability and the allocation efficiency of grassroots public services increasingly attracted attention,and'15 minutes of life circle'has become the annual hot words.In this orientation,planning and related policies are gradually introduced,such as the line control of'the new Shanghai implementation of the proposed transfer of land will be not less than 10％ of the construction area for public facilities'.But in the concrete implementation,the effect has a big gap with the expectation.Based on this background,and three characteristics of such facilities,such as high frequency usage,high spatial composite and high implementation flexibility,this paper establishes relatively flexible implementation path,from three aspects of content,space and expertise to explore appropriate boundary fuzzy guidance,and puts forward specific coping strategies.Through the reflection of the current planning environment,which is still dominated by the amount of control,it explores the effectiveness of grassroots public service level implementation to promote the implementation of the 15 minutes life circle.关键词
