Quantitative Research on Externalities Brought by Wind Power Priority Scheduling to Power Generation Enterprises Based on Probabilistic Production Simulation

Abstract
In recent years, wind power has experienced rapid development and become the third largest power supply in China. However, due to inherent volatility and anti-peak characteristics of wind power generation, when in on-grid priority scheduling mode, it will bring impacts to traditional generating units, such as changes in operating costs and unit life because of changes in unit operating mode. In this paper, externality theory is used to study external influence with probabilistic production simulation. Based on IEEE-RTS79 system with 23.5% wind power penetration rate, case study shows that wind power priority scheduling has less negative external cost for base-load unit operation, but will bring significant negative externalities to other units, and a positive correlation exists with marginal cost of generated power. Finally, quantitative results can also provide basis for the future compensation mechanism design to promote healthy development of wind power in China's market environment.关键词
