The Formation Mechanism of Cooperation Risk and Synergy Governance Mechanism of the Public-Private-Partnership Project

Abstract
The PPP project governance is the core of PPP project management. Based on the analysis of the problems PPP project management faced with in the aspect of economic, organization and law, this paper studies PPP project cooperation risk formation mechanism from the perspective of risk conduction and evolutionary game. It sets up the adjustment mechanism of right-duty-benefit about the "cooperation dilemma"of the PPP projects on the base of governance performance. This paper also discusses the multi-dementional collaborative governance path of the PPP project among the government, investors and the public , and how to improves the mechanism of interest coordination and supervision. This paper intends to provide decision-making reference for the adjustment of right-duty-benefit, the establishment of cooperative settlement mechanism of dilemma and the collaborative governance system of PPP projects.关键词
