北欧电力市场不平衡结算及对中国的启示
Inspiration of Imbalance Settlement of Nordic Electric Power Market for China
摘要
Abstract
Though imbalance electric quantity in the electric power market is small,its price is the benchmarking objective of the forward market and the spot market which may directly affect price of the electric power wholesale market. The Nordic electric power market is the first international transnational electric power market in the real sense that is significantly refer-ential to construction of trans-provincial and trans-regional electric power markets in our country. Therefore,this paper an-alyzes rules of imbalance settlement of the Nordic electric power market including the imbalance settlement model,imbal-ance electric quantity calculation and calculation of imbalance electric charge. It also sorts out responsibilities of market players and transaction settlement institutions,and clears transmission relationship between information and data. Mean-while,it introduces bill issuing process and calculation on cash deposit limit so as to guarantee benefits of the market players participating in transactions and reduce default risks. Finally,combining with practical condition of China,it proposes sug-gestions for construction of the imbalance mechanism in aspects of institution setting,contract norm,settlement mode,and so on.关键词
