Design on Medium-term and Long-term Electric Power Market Mechanism to Promote Energy-saving and Emission Reduction

Abstract
It is a key problem to be solved in designing the market mechanism to promote energy-saving and environmental protection development of market-oriented reform of the electric power market by designing a reasonable and effective ener-gy-saving and emission reduction mechanism under current market trade system focusing on medium-term and long-term trade. Therefore,this paper firstly analyzes internal contradictions between energy-saving and emission reduction and mar-ket competition under the market-oriented environment,then it compares several conventional energy-saving and emission reduction mechanisms including quota trade,carbon emission trade,carbon tax,green certificate trade,and so on from the point of internalization of external costs. Combining construction target and implementation situation of the market-oriented reform in our country,it proposes a kind of power quota mechanism for the medium-term and long-term market called "Cap-and-Trade"mechanism to embed requirements for energy-saving and emission reduction into the market trade mechanism in the premise of being in compatible with the overall framework of current market-oriented trade mechanism. Finally,on the basis of actual data of one province,it proves application efficiency of the mechanism.关键词
