Does Food Safety Regulation Improve Producers' Welfare?—Based on Different Regulation Strength

Abstract
Government, producers and consumers are three game players in the food safety regulation. The previous literature mainly focuses on the role of government regulation in reducing the probability of producer violations and improving the level of food safety and consumer welfare.In order to evaluate the indirect effects of food safety regulation,this paper examines the existence of " profit premium" from the perspective of producers' welfare.Firstly,the propensity score matching model is used to investigate the average effect of food safety regulation on return on assets( ROA).Secondly,the generalized propensity score model and the threshold model are used to further investigate the nonlinear relationship between different regulatory strength and the ROA.The result shows that the ROA of enterprises participating in the government regulation are higher than that of the non-participating enterprises,which mearns the current food safety regulation has the indirect effect of " profit premium".However, with the expansion of the regulation strength, the company's ROA show an inverted U-shaped change, and the optimal regulatory strength appears in the enterprise holding four quality certificates.In the end,this paper explains the causes of the above conclusions and policy implications.关键词
