Measurement of Regional Environmental Efficiency Based on Three-stage DEA Model

Abstract
This paper employs the three-stage DEA model to evaluate the level, trends and differences of regional environmental efficiency under the same environment, discusses the influence factors of regional environmental efficiency, and removes the influence of external environmental factors and random error factors to provide a feasible method for real measurement of environmental efficiency. The study results show that 1) the three-stage DEA model can effectively eliminate the effects of random error and external environment on regional environmental efficiency so as to objectively measure the environmental efficiency level and obtain more accurate environmental efficiency results than the traditional DEA model;2) the regional average environmental efficiency and pure technical efficiency are underestimated because the change of environmental efficiency is mainly caused by the influence of environmental factors and random factors on the pure technical efficiency; 3) the dependence of foreign trade, the proportion of added value of the second industry and the increase of urbanization level have negative effects on the improvement of environmental efficiency; 4) the change of scale income is affected by environment and random factors.关键词
