基于政策工具的我国政府数据开放政策内容分析
Analysis of the Contents of China's Government Data Open Policies Based on Policy Tools
摘要
Abstract
Through a quantitative analysis and evaluation of the contents of China's national government-level data open policies, we pointed out the characteristics, development trends and shortcomings of existing policies and proposed correspond﹣ing policy recommendations. [ Method/Process] Using Rothwell and Zegveld's policy tools theory, 21 national-level government data open policies were used as samples to determine content analysis units and categories. Through frequency statistical analysis, qualitative policies were objectively presented in a quantitative manner. [Result/Conclusion]The study found that China's government data open poli﹣cies cover the supply side, the environment side, and the demand side, but there was an overflow of policy tools on the supply side, a lim﹣ited role of environmental policy tools, and a lack of demand side policy tools. We should balance the structure of the three types of policy instruments and diversify our policy tools to promote the breadth and depth of government data open in China.关键词
