摘要
Abstract
This study, taking a certain institute as a research object, analyzed six major issues existing in the current management system of institute, as well as the process factors of whole value chain scientific activities, proposed different incentives for four phases of scientific and technological innovation projects which includes: bid and project phase, development phase, achievement output phase and achievement promotion phase. At the same time, the paper summarized the achievements of excitation mechanisms for scientific and technical innovation in the following five aspects: enthusiasm of competition, technology development orientation, innovation capability, construction of talents team, lean management. This paper focused on the value creation in the whole value chain process of scientific research, providing a new idea for institute to stimulate innovation.关键词
