Abstract
Under the background of implementing the strategy of rural revitalization, poverty alleviation has entered the most critical stage. Targeted poverty alleviation is an important prerequisite for the implementation of the rural revitalization strategy and an important mission of the strategy. Only by eradicating rural poverty comprehensively and accurately, can we truly implement the strategy and fulfill the important historical task of building a moderately prosperous society and a modern socialist country in an all-round way. The sustainable livelihood framework aims to address local poverty by adapting to local conditions and integrating the realities of poor areas. Among them, rural capital, as a kind of people.s livelihood capital, plays an important role in realizing rural poverty alleviation and implementing rural revitalization strategy. The correct and rational development and utilization of rural capital is a powerful weapon to achieve targeted poverty alleviation in rural areas without returning to poverty. At present, in the development of rural capital, targeted poverty alleviation is faced with such problems as loan difficulty for farmers, insufficient production capital in rural areas, and outflow of rural production capital and labor force. These problems have led to a shortage of funds and the emergence of"non-agricultural"rural capital. Through the analysis of these problems, this paper finds that the reasons for these problems are the reform of the commercial bank system, the weak ability of rural left-behind personnel, the continued increase of income, capital flow into the non-agricultural sector through various financial channels, and the shortage of independent industries and foreign enterprises in poor areas. It also puts forward some countermeasures to improve, innovate and implement rural financial policies, establish rural credit system, open credit channels for farmers, promote enterprise development, activate rural funds and so on to promote the efficiency of rural poverty alleviation.关键词
