Abstract
The River Chief System is the implementation of the responsibility of environmental protection for the main leaders of local governments, and is a reform and innovation in the field of water governance system. The River Chief System means the main leaders of the Party and government at all levels serve as the River Chiefs to promote the coordination of functional departments to jointly manage water, which alleviates the lack of administrative efficiency of the involvement of several government agencies in water management.However, the River Chief System is essentially an administrative contract system in the field of environmental protection. There are problems such as insufficient endogenous power, long chain of principal and agent, difficulty in compatibility with river basin management, and insufficient multiple participation. Facing the future, the River Chief System should conform to the concept of green development, and use the means of interest induction, multi-tools and consultation and co-governance to construct a long-term mechanism for river and lake governance.关键词
