River Ethics and Watershed Ecological Compensation Legislation
摘要
Abstract
The relationship between humans and rivers has a long history and is characterized by river ethics at the moral level. River ecological ethics is its main content, and basin ecological compensation is its realization form. Although the basin ecological compensation is economic compensation, this compensation is also moral-ecological compensation for the intrinsic value of the river, which also provides the basis for its legislation. In the process of basin ecological compensation legislation, we must first deal with three pairs of relations, namely, the relationship between upstream and downstream, the relationship between main stream and tributary, and the relationship between rivers and water storage. These relationships are actually moral relationships, which also provide the possibility of legal adjustment; secondly, we must pay attention to the role of river ethics, that is, fully consolidate the ethical basis of legislation, promote legislation to be consciously observed, promote legislative evolution and improve its thinking.关键词
