摘要
Abstract
By analyzing the factors influencing the strength of policy support such as policy design, publicity, transmission, supervision and evaluation mechanism, the countermeasures and suggestions such as accelerating forward-looking design, optimizing publicity methods and effects, perfecting implementation mechanism, strengthening guiding effect, expanding leading implementation and perfecting long-term mechanism were respectively proposed.关键词
