国际组织开放政府数据政策研究
Research on Open Government Data Policies of International Organizations
摘要
Abstract
International organizations play a leading role in the open government data movement of sovereign countries. To understand the policy and situation of open government data of international organizations, then we can find the strategies of government data opening that suit our national conditions. This paper takes the United Nations, the European Union, the Organization for Economic Co-operation and Development, and the World Bank as the research objects. And it summarizes the characteristics of the open government data policy of international organizations, including the international legal basis, principles, steps, capacity building, and data foundation for open government data, through the content analysis of the open government data policy. On this basis, it discusses how to formulate China’s open data policy under the international frameworks.关键词
