基于DEA模型的河北省科技成果产出效率分析
Analysis on Scientific and Technological Achievements Output Efficiency of Hebei Province with DEA Model

Abstract
[Objective/Meaning]Science and technology is the primary productive force.The local governments at alllevels often neglect the efficiency of scientific and technological output while increasing investment in science and tech-nology.How to maximize the output of scientific and technological achievements under the given input is of great sig-nificance.[Methods/Procedures]In this paper, with 11 prefecture-level cities in Hebei Province as the decision-mak-ing unit (DMU) , the output efficiency of scientific and technological achievements in Hebei Province from 2014 to2016 was analyzed by constructing corresponding input-output index systems.The DEA-BCC model in MaxDEAsoftware was used to evaluate the comprehensive technical efficiency, pure technical efficiency and scale efficiency ofeach DMU.And then the projection analysis was used to estimate the radial adjustment ratio and slack adjustment ra-tio of the invalid DMU.[Results/Conclusions]The results showed that the output efficiency of scientific and techno-logical achievements in Hebei Province was obviously low, and the output efficiency of different regions was with ob-vious difference.In recent years, the pure technical efficiency of each region shows a decreasing trend, and the scaleefficiency shows an increasing trend.关键词
