The Construction of China's Foreign Cooperation Regime under the Belt and Road Initiative: Progress Dilemma and Countermeasures

Abstract
The aim of the BRI is to promote the cooperation between China and countries along the BRI more widely, more highly and more deeply. As the important cooperation platform of the BRI, by expanding the space of cooperation, establishing the theme of common development and setting up the decision-making procedure which integrate the government's domain with inclusive consultation, China's Foreign Cooperation Regime has become the supporting point of the BRI. There exists the query of the BRI which caused the developing dilemma of China's foreign cooperation regime which are confronted with such problems as the principle that a community with a shared future for mankind should be transformed into a consensual mechanism, clear norms for cooperation should be established through the setting of an agenda, and cooperative plans should be transformed into cooperative actions. In light of this, it is necessary to establish the relationship of blended interests between China and the countries along the route, to increase the consensus of the human destiny community. Besides, we should continue to enhance China's ability to set the agenda of its external cooperation mechanisms and make them more efficient. We should give full play to the leading role of China as a major country with Chinese characteristics and improve the "X+" cooperation framework of China's foreign cooperation regime, so that it can become an effective way to promote the construction of BRI.关键词
