基于可转移发展权的耕地占补平衡问题新思考
A New Idea on the Issue of the Balance of Arable Land Based on Transferable Development Rights
摘要
Abstract
This paper first analyses the problems that we face in the work of the balance of arable land. For example, "more occupation, less compensation"; occupation of prime land, compensation of poor quality land; these problems can deteriorate environment, represents an enormous test for us to realize cross-regional requisition-compensation balance. In line with these problems, this paper introduces the theory of Transferable Development Rights (TDR), thus expanding the value system of arable land development right;fix price according to arable land production, safeguarding, ecological, and development value. In addition, this paper also discusses the policy regarding the balance of arable land occupation and compensation across provinces at the operational level.关键词
