京沪妇保领域公共卫生价值趋同程度简析
The convergence degree of public health value in the field of maternal healthcare in Beijing and Shanghai

Abstract
Objective To assess the convergence degree of public health value (CDPHV) in the field of maternal and child healthcare (MCH) in Beijing and Shanghai, and to analyze the relationship between CDPHV and maternal mortality rate (MMR), and finally to explore the significance in recognizing public health value and the feasibility of quantitative assessment. Methods All the policy documents were systematically collected concerning maternal and child healthcare published in public in Beijing and Shanghai. The CDPHV in the field of MCH was comprehensively assessed on the basis of judging scope of attention (level of concern), clarity of the division of the target task, degree of social orientation deviating from public health goals. Spearman correlation and linear regression were used to analyze the relationship between CDPHV and MMR. Results From 2000 to 2017, the CDPHV in MCH of Beijing increased from 23. 0％ to 32. 7％. During the same period, the CDPHV increased from 26. 1％to 34. 6％ in Shanghai. The correlation and regression analysis indicated that there was a negative correlation between CDPHV and MMR. The correlation coefficient and R square were-0. 505 and 0. 391 for Beijing,-0. 736 and 0. 423 for Shanghai. Conclusions In an appropriate MCH system, all parts of the society should recognize the value of public health. A corresponding atmosphere has gradually formed in Beijing and Shanghai, in which the impact of CDPHV on the implementation of the work in Shanghai is more obvious. However, there still lacks joint force to some degree such as the unclear responsibilities in some key support departments. Meanwhile, the qualitative assessment of support capacity of cultural atmosphere is verified to be feasible. Meanwhile, the qualitative assessment proved that CDPHV is feasible as an indicator.关键词
