The Exploration and Practice of the Guarantee Mechanism forImplementing the Statutes of Local Colleges and Universities

Abstract
The establishment and implementation of the statutes of colleges and universities in China is a pioneering effort and a fundamental requirement for the establishment and perfecting of the modern university system. In view of the problems existing in the process of the construction and implementation of the statutes, such as the lack of extensive recognition of value, the lack of real establishment of consciousness and the lack of supervision mechanism in the implementation, Hunan Agricultural University constructed a working system of "three guarantees and three mechanisms", initiated a charter committee, improved the governance system of modern universities, set up a three-level system, and insisted on keeping pace with the Times by means of "three integrations" and "three combinations". All the efforts aimed to provide organizational, system and institutional guarantees for the implementation of statutes, and establish the mechanism of perfecting the text of the statutes, cultivating the consciousness and supervising the implementation. Since the implementation of the statute seven years ago, the effect of the governing system has become prominent, the system based on the statute has been built in all-round way, and the regulation atmosphere of taking the statute as the general rule of law has been formed day by day. It has become an excellent example of the statutes of colleges and universities in Hunan Province.关键词
