农业水价综合改革试点背景下成安县农业水权交易初探
Water right trading in Cheng'an County for pilot projects of agricultural water pricing
摘要
Abstract
Being one of major approaches of water conservation in agriculture, water right trading can be employed for breaking the bottleneck of water development. In 2014, Cheng'an County initiated pilot project of water right trading by taking the advantage of reform initiated by provincial government. Defining water right and trading makes the transfer of irrigated water to other usage possible that may optimize the allocation and water use structure. The model of water pricing reform should be established on the basis of safeguarding the interests of farmers, consolidation of platform for water use management and encouragement of highly efficiency water use and conservation.关键词
