面向数据生命周期的政府数据开放的数据安全与隐私保护对策分析
Countermeasure Analysis for Data Security and Privacy Issues of Government Data Opening in the View of Data Life-cycle
摘要
Abstract
Government data opening is one of most important routes of improving the governance ability of the government and transforming the government service functions. However, the data security and privacy issues have been the bottleneck of government data opening. [Method/Process]This paper clarifies some conceptions about government data opening, and constructs a modˉel of government data opening process in the view of data life-cycle. Furthermore, the requirements and vulnerability factors of each comˉponent in the process are analyzed, and then several relevant policy suggestions are proposed by combing technic and management. [ Reˉsult/Conclusion]The author believes that both the requirements and vulnerability factors are complicated and changeable, and we need to solve the data security and privacy problems in a new synergistic way, such as by combing technic and management. It's necessary to proˉmote the legislation system, improve the management and technical standards of data security and privacy, expend the application of risk assessment of data security and privacy, enhance the application of national mercantile cryptography, and improve the attainment among relevant individuals.关键词
