On the Responsibility of Government Supervision in Open Data:Practical Dilemma and Optimizing Path

Abstract
By discussing regulatory responsibility, the important issue in the practice of open government data, this paper aims to promote the smooth, healthy and long-term development of open government data. [Method/Process]Firstly, the pa-per traces the theoretical basis that the government undertakes the supervision responsibility, defines the content of the government supervi-sion responsibility, and then examines the realistic predicament in fulfilling the supervision responsibility in open government data. Final-ly, the paper points out the path selection of optimization of government supervision responsibility in the process of open government data. [Result/Conclusion]It is consistent requirement of the Public Goods theory, Principal-agent theory and Public Choice theory that the government undertakes the supervision responsibility of open government data. The government's supervision responsibilities include set-ting admission standards of open data, ensuring efficient use of open data, preventing and controlling security risks of open data, and con-ducting open data assessment and accountability. The dilemma of government supervision responsibility in the process of open government data in China lies in the lack of supervision consciousness, the blurring of responsibility boundary, the single subject of supervision and the imperfection of accountability mechanism. It is suggested that we should strengthen the design of regulatory laws, clarify the boundary of government responsibility, explore the mode of collaborative supervision and construct the accountability mechanism, and continuously op-timize the implementation of government supervision responsibility in the process of open government data in China.关键词
