Abstract
In the era of big data, perfecting the public data system is a key step in optimizing the national public data management and building national integration of the national big data center, and is an important link in realizing the Internet power in China. At present, there is no central legislation for public data in China. The logic of local laws and regulations is insufficient. The legal definition of public data is unclear, the attribution is unclear, and it is not universal. In addition, China’s big data independent core R&D technology is weak, and talents are lacking. The construction of public data systems and their social values are difficult to highlight. On the basis of the central unified legislation, relying on inter-governmental cooperation and cooperation, strengthen the training of big data professionals to improve the independent research and development capabilities of core technologies in this field, and promote the national public data system construction in the form of industrialization.关键词
