A Study on Intelligence Evaluation for Cyber Security Policy in Think Tanks byUsing Second-order Confirmatory Factor Analysis and Analytic Hierarchy Process

Abstract
[Purpose/Significance]Think tanks are institutes that study strategic problems and public policies and provide consulting ad-vices. During the process of intelligence analysis in think tanks,evaluation for information and intelligence is very important. To properly evaluate the value of information,intelligence and knowledge that think tanks gather,it is necessary to establish certain intelligence evalua-tion index system. [Method/Process]Firstly,the paper elaborates on the importance of building up the intelligence evaluation index sys-tem,and chooses,revises and explains the index system based on experts' opinions. Secondly,this paper explains the reason for choosing second-order confirmatory factor analysis and analytic hierarchy process as the methods and its mechanism. In the last part,this paper uses second-order confirmatory factor analysis and analytic hierarchy process to carry out an empirical study based on the data collected. [Re-sult/Conclusion]Based on second-order confirmatory factor analysis and analytic hierarchy process,this paper undertakes an empirical study and establishes an intelligence evaluation index system for cyber security policy in think tanks.关键词
