个人信息共享的治理机制研究*——以实现大数据下共享的知识服务功能为视角
On the Mechanism of Governance of Personal Information Sharing——In the View of Realization of the Function of Knowledge Service of Sharing in Settings of Big Data
摘要
Abstract
[Purpose/Significance]The decision of sharers'might be enhanced through the knowledge service in the form of personal infor﹣mation sharing. However, in settings of the application of big data technologies like block-chain, information is collected and delivered in a centralized way and is stored and utilized in a decentralized way, which arouses contradiction between efficiency of sharing as a whole and organization as regards to sharing as well as the failure of sharing function pursuant to current mechanisms. [Method/Process]To reg﹣ulate co-operation, transaction among sharers as well as their organization in settings of industrialization of knowledge service, governors should set up the mechanism of knowledge governance pursuant to knowledge governance in light of foreign experiences as well as advanta﹣ges over current mechanisms in accordance with data and cases in practice. [ Result/Conclusion] In execution, governors might enhance knowledge service by improving supervision of sharers' status, regulating of the infringement of transaction by them, establishment and protection of their rights like subjects'personality rights as well as sharers'intellectual property rights as regards to databases so as to im﹣prove efficiency of sharing, and, in the meantime, distribute part of governing functions to sharers like organization improvement and co-operation among them so as to improve service by combining advantages as regards to technique and management.关键词
