提升我国科技报告质量管理的对策研究*
Countermeasures to Improve the Quality Management of National Scientific and Technical Reports in China
摘要
Abstract
[Purpose/Significance]With the construction of " National Scientific and Technical Reports" ( NSTRs) project in China from 2012, a variety of scientific and technical reports have been submitted to the NSTRs management information system. However, some quality problems appeared such as the standard is not regulation and uniform, imperfect internal control system, lack of effective intellectu﹣al property protection, and so on. Therefore, based on the current situation of practice and theoretical research on quality management of scientific and technical reports in China, this paper analyzes the existing problems and puts forward some countermeasures and suggestions on how to further improve the quality management of scientific and technical reports resources. [Method/Process]The methods of litera﹣ture survey, expert survey and user questionnaire were used to analyze the current situation of quality management of domestic scientific and technical reports. [Result/Conclusion]In the process of transforming the construction of scientific and technical reports from resource preservation to public service, the quality of existing scientific and technical reports is still far from satisfying the needs of users, so we need to further strengthen the quality management of scientific and technical reports, taking effective measures such as formulating and im﹣plementing regulations of scientific and technical report management, exploring and constructing a benefit-balanced mechanism of quality improvement, introducing quality guarantee for the protection system of intellectual property rights, building quality alliance cooperation a﹣ mong the NSTRs institutions, strengthening quality assurance system in grass-roots unit of scientific research institutions, and so on.关键词
