Abstract

Objective: To study the post competences of medical equipment management and clinical engineering technology, build the competence model and its parameters based on post competence improvement, and serve for the industry human resource construction. Methods: data mining was used to extract high-frequency key elements related to the functional orientation, responsibilities, tasks and abilities of medical equipment management and clinical engineering technology posts from relevant government documents, public knowledge databases, websites of international organizations and industry institutions, etc., and to conduct literature bibliometric and cluster analysis; combined with literature review and interview information collection, through comprehensive comparative analysis of data from different data sources, reorganizing the competence aggregation parameters of medical equipment management and clinical engineering technology posts, using logic tree to build the post competence model and its parameter system. Results: Bibliometrics results showed that the abilities of medical equipment management and clinical engineering technology post is a more active research field. Related documents of the Chinese government, the World Health Organization (WHO), and industry institutions in some countries have requirements of job responsibilities and task in various degrees, and carry out education and training, qualification certification with promotion. Results of comparison between bibliometrics of Chinese journals and government documents and comparison with international literature analysis show that there are similarities and differences in job responsibilities and task requirements, but disparity in the breadth, depth and maturity of task parameters, compared with WHO and developed countries, it needs to be paid attention to by the industry, based on the mapping of job responsibilities and task requirements, clustering of key elements, logical tree analysis and combined with China's national situations. It is preliminarily created that the competence model of medical equipment management and clinical engineering technology posts in China is composed of five first level hierarchy parameters, i.e. "theory and methodology application ability, technology operation ability, social responsibility ability, scientific and technological innovation and teaching guidance ability, and continuous learning ability". On this basis, it is extended and refined to the second and third level parameters or systems. Conclusion: on the basis of analyzing the responsibilities and tasks of related government documents and the research articles of Chinese journals, the competence model and parameters system of medical equipment management and clinical engineering technology posts are constructed benchmark to the viewpoints of international industry organizations and the experience of some developed countries, reflecting the national requirements and focus fields and development trend of industry research. Through continuous research and continuous improvement, it can serve the ability building practice of medical equipment industry in China.
