Construction of High-quality Development Evaluation Index System for Service Trade and Its Implementation Path

Abstract
Under the new situation of China's continuously deepening reform in the service industry's opening-up and services trade innovation and development pilot，exploring the construction of the evaluation index system for services trade high-quality development is the basic work to promote high-quality economic development in the new era. This paper explores the connotation of high-quality development of services trade，makes a comparative analysis of the evaluation index of its developments from the international perspective，expounds the problems existing in China's services trade statistics and evaluation indicators，and then explores and constructs the evaluation index system for the high-quality development of China' s services trade from five aspects，such as balancing openness and security, optimizing and coordinating trade structure,innovation-driven service upgrade，enhancing international competitiveness and sustainable development. Finally，the important implementation paths for its high-quality development are proposed from five aspects, which are to insist on opening up and strong supervision and promote the development of services trade，to increase the proportion of exports of productive services, reduce market concentration，and promote the further optimization of the structure of services trade，to build an ecosystem of services trade development and promote its long-term sustainable development, to expand actively the new mode and systems of services trade and promote its innovation and development，to improve the quality of services in the supply side reform and enhance its international competitiveness.关键词
