中国农户灌溉水权确权研究
Research of confirming the right for irrigation water to farmers in China
摘要
Abstract
Irrigation water involves the vital interests of farmers.Confirmation of irrigation water rights is a major issue and key task for establishing and improving the national water rights system and strengthening water resources management.The state re-quires that the water use indicators of county-level administrative regions be refined and broken down to the main body of water use to clarify water rights,including rural collective economic organizations,farmers'water use cooperative organizations,farm-ers,etc.In this way,total water consumption control can be realized.However,relevant stakeholders have inconsistent under-standing of the confirmation of irrigation water rights.The relevant policies and regulations are relatively macro and can only be applied to areas with ideal conditions.Based on a large number of investigations,this article discusses the significance and meth-ods of irrigation water rights confirmation and water rights management.Regarding the significance of water right confirmation,we believe that irrigation water rights involve the powers of administrative authorities,irrigation district management departments,ru-ral collectives,and individual water users,but there is considerable controversy among the relevant shareholders.Considering the basic national strategy of resource conservation and rural revitalization,irrigation water rights should be clarified as soon as possi-ble.Regarding the method of water right confirmation,this article systematically summarizes local practices and proposes a"Five-step Method"to water right confirmation.In the context of the expansion of water-saving irrigation area and the populariza-tion of water metering facilities in China,by strengthening the training and assessment of water resources management personnel,water supply and management to basic water users can be realized.In summary,it is recommended to advance the confirmation of irrigation water rights actively and steadily.关键词
