Abstract
Under the Indo-Pacific"small multilateral"security cooperation framework led by the U.S.,the security cooperation among the U.S.,Japan and the Philippines has recently performed more prominently.The U.S.seeks to integrate allied resources to contain China in order to maintain its own hegemony;Japan expects to enhance its international status with the help of the alliance system and become a real"political power".Philippine attempts to secure external support for its economic and military development.Guided by the so-called common values of"freedom of navigation"and"a free and open Indo-Pacific",the U.S.Japan and the Philippines have accelerated the establishment of security dialogue mechanisms at all levels,promoted regular joint military exercises,enhanced joint maritime surveillance capabilities,and explored the expansion of security cooperation to economic and technological fields,which present the trend of"pan-security".Given the differences between the U.S.,Japan and the Philippines on strategic objectives and cost-sharing methods,as well as their own internal constraints,it is difficult for the three countries to form a formal security alliance in the short term.关键词
