新时代政策视角下中医药人力资源高质量发展对策探析——以广东省为例
An analysis of countermeasures for high-quality development of human resources in Chinese Medicine from the perspective of policies in the new era-Guangdong province as an example

Abstract
Objective To explore the countermeasures for the high-quality development of TCM human resources in Guangdong Province based on the policy perspective in the new era,and to provide reference for shaping the"talent dividend"in Guangdong Province and the whole country.Methods A series of policy documents of the national and local governments to promote the development of human resources in Chinese Medicine from different levels were systematically searched,a content analysis method was applied for composite entry coding analysis,and a two-dimensional analytical framework of Chinese Medicine policies was constructed through the dimensions of basic policy tools and the value chain of human resources in Chinese Medicine for text combing.Results In the basic policy tools dimension,the supply-based policy tools had great potential for salary design development,the demand-based policy tools needed to pay more attention to the employment autonomy,and the environment-based policy tools still needed to be adjusted and planned.In the dimension of Chinese Medicine human resources value chain,more attention should be paid to the two links of value aggregation and value distribution in the later stage.Conclusions It is suggested to flexibly use policy tools on the basis of grasping and mining policy needs in the new era,aim at the key points that can maintain the balance and coordination of policy design,and cross-apply a series of policy tools for the development of TCM human resources in multiple dimensions.关键词
