Abstract

Promoting clean heating in winter in northern China is an important policy decision of the CPC Central Committee and The State Council.During the 13th Five-Year Plan period,43 clean heating pilot cities in three batches received financial supports from the central government,and the pilot work has achieved positive results.To better summarize the effectiveness and experience of the"13th Five-Year"pilot work and promote the"14th five-year"clean heating work,a logical framework method is used to analyze the input,output,effectiveness and impact of the pilot city,selecting the corresponding indicators.During the 13th Five-Year Plan period,the completion rate of clean heating renovation in pilot cities was about 115%,and the completion rate of energy-saving building renovation was about 84%.The average rate of clean heating in urban areas increased to 99.18%,and the average rate of clean heating in the rural-urban areas and the rural areas increased to 93.91%,replacing about 61.79 million tons of bulk coals.The pilot work has played a significant role in air quality improvement pollutant reduction,health risks reduction,and clean heating industry development.The successful experience of the pilot works is summarized,and the suggestions for"14th Five-Year"clean heating work are put forward.
