Abstract
Presently,there are insufficient research in China on the functional roles and mechanisms of innovation consortia in their formation and operation processes,especially a lack of studies positioning them as a crucial element in building a comprehensive innovation ecosystem within the context of the"dual circulation".Establishing innovation consortia proves beneficial in harnessing the role of enterprises as primary innovators,deviating from traditional research organizational paradigms,and addressing critical challenges in core technological advancements in industries.Using Jiangsu Industrial Technology Research Institute as a case study,this paper examines the implementation mechanism and operational model of its"Enterprise Joint Innovation Center",which is oriented towards the market and led by enterprises.It suggests a practical approach to constructing innovation consortia within the content of the new development paradigm of"dual circulation".This approach includes mechanisms to distil market-driven enterprise technology demands,the creation of a market-oriented technology research and development supply system,the strengthening of mid-service guarantee mechanisms in the industrialization of outcomes,and the establishment of a global collaborative innovation ecosystem based on both international and domestic dual circulation,providing model reference and path reference for better enhancing enterprises'independent innovation ability in the new era.关键词
