"揭榜挂帅"机制下创新联合体的模式研究
Research on Models of Innovation Consortium under the Open Competition Mechanism:Comparative Analysis of the Cases between Beijing and Zhejiang Province

Abstract
In the context of self-reliance in science and technology in China,innovation consortium,as one of the national strategic scientific forces,can play an active role in key core technologies research.At present,the establishment of innovation consortium is at the initial stage,and Beijing and Zhejiang province have tried to form innovation consortia combining with the"Enlisting and Leading"mechanism.This paper deconstructs and compares the two cases from perspectives of formation mechanism,operation mechanism and construction process mode of innovation consortium.Based on the comparation,some suggestions are put forward,such as to choose the government-led or enterprise-led way to form an innovation consortium according to the innovation resource endowment.关键词
