Analysis and Enlightenment of Biden Administration's"National Cybersecurity Strategy":Strategic Inertia Perspective

Abstract
[Research purpose]As an important component of the United States'national strategic system,the Biden administration's"National Cybersecurity Strategy"has an important guiding role for the cybersecurity work of the United States.Studying it can provide the-oretical guidance for China to better respond to the competition between major powers in the field of cyberspace between China and the U-nited States.[Research method]An analytical framework is established based on the theory of strategic inertia,the maintenance and ad-justment of strategic inertia are studied using content analysis and text mining techniques.Emphasis is placed on analyzing the future imple-mentation difficulties of the Biden administration's cybersecurity strategy and delving into the value of cybersecurity intelligence.[Re-search conclusion]The strategic inertia theory has good explanatory power for the Biden administration's cybersecurity strategy.The goals and carriers of the US cyberspace strategy have an impact on maintaining strategic inertia,and changes in the strategic environment and means have prompted a change in the Biden administration's strategic posture.Amidst the antagonistic effects of inertia and change,the Biden administration's cybersecurity strategy faces numerous contradictions and significant challenges in its future implementation.In order to better cope with the competition among major powers in the cyberspace between China and the United States,China should attach great importance to the value of intelligence and focus on developing cybersecurity intelligence work with Chinese characteristics from three as-pects:strengthening strategic design,promoting public-private collaboration,and consolidating the intelligence foundation.关键词
