Risks and Hidden Dangers of Scientific Data Publishing and Its Countermeasures
摘要
Abstract
[Research purpose]To analyze the hidden risks of scientific data publishing from national security,social order and individual protection,also to explore the countermeasures of risk and hidden dangers from the current governance status and difficulties.[Research method]The risks and hidden dangers,governance needs and implementation mechanism in scientific data publishing were studied by means of literature research,qualitative research and case analysis.[Research conclusion]Risk and hidden danger management should be carried out based on the main interests of different subjects in scientific data publishing,following a clear step-by-step progress planning,combined with governance objectives,in the pluralistic co-governance.The coverage of governance system should be expanded from the perspectives of data cross-border,information dissemination,data quality and data control.The operability of governance tools should be enhanced from the perspectives of data policy,responsibility mechanism,cost sharing,etc.关键词
