Outward foreign direct investment and the high-quality development of China's textile industry

Abstract
The textile industry is a traditional pillar industry and an important industry for people's livelihood in China.Over the past 40 years of reform and opening,China has established a world-leading modem production system in the entire industrial chain of the textile industry and has become the world's largest country in the production,export,and consumption of fiber products.It has gradually changed from being the recipient of the fourth international industrial transfer to becoming the investor in the fifth international industrial transfer.From 2003 to 2018,the total outward foreign direct investment(OFDI)in China's textile industry reached US $ 9.796 billion,with an average annual growth rate of 15.6％.However,with the changes in the international environment and factor endowments,the momentum of the international economic cycle that relies on foreign markets and resources has weakened significantly.In this context,the scale of OFDI peaked and then gradually shrank.China's textile industry faces the problem of utilizing OFDI's external integration with global resources to promote high-quality development.To examine the effect and mechanism of OFDI that affect the industry's high-quality development,the research conducts an empirical study based on the practice of OFDI in China's textile industry. This study builds the theoretical framework of OFDI and the high-quality development of the textile industry,uses the extended investment gravity model,and provides a new theoretical explanation along with an empirical test on the mechanism between OFDI and the high-quality development of the textile industry.Firstly,this paper uses the entropy method to measure the high-quality development index of the textile industry in China from five dimensions:industrial development foundation,digital level,supply system quality,production structure quality and green level.Secondly,the panel data of OFDI stock of the textile industry in 49 countries from 2012 to 2019 were used as samples to empirically analyze the effect and mechanism of OFDI on the high-quality development of China's textile industry.The robustness test was carried out by using variable substitution,quantile regression,and the instrumental variable method.Finally,the heterogeneity test was conducted from the perspectives of stages of OFDI,differences in economic development levels,and the Belt and Road Initiative.This study verifies the pathway mechanism and the heterogeneity of OFDI affecting the overall and subdivision of high-quality industrial development,as well as the time and space.The results show that at the overall index level,the expansion of OFDI can significantly promote the high-quality development of China's textile industry.On the one hand,OFDI reduces the cost through the good development foundation of the textile industry in the host country;on the other hand,it promotes the high-quality development of the industry through the reverse technology spillover path caused by the internet,but the effect of overseas market expansion is not significant.As for the five dimensions of high-quality development,OFDI can promote the digital level,the green level,and the quality of the supply system.The negative impact on the industrial development foundation is weak,but it significantly inhibits the production structure and export trade.Compared to the significant export creation effect of China's overall OFDI,this result shows industrial heterogeneity.The effect of OFDI on high-quality industrial development shows spatiotemporal heterogeneity.Compared in terms of time,the overall promoting effect of OFDI is stronger during the"foundation quality improvement"stage compared to the"green transformation"stage.The OFDI in"green transformation"stage is conducive to improving the quality of the supply system and production structure.In terms of space,compared with the investment flowing to developing countries or countries along the"One Road",the investment flowing to developed countries or countries along the"One Belt"is more conducive to the overall high-quality development of the industry and the improvement of the green level. This study's discussion on the effect and mechanism of OFDI affecting the high-quality development of the textile industry can provide guidance to other traditional manufacturing industries'"going global"and high-quality development.It can also provide significant inspiration for the construction of the"dual circulation"development pattern in which the domestic economic cycle plays a leading role while the international economic cycle remains as its extension and supplement.关键词
