Evolution Mechanism and Improvement Path of Collaborative Governance Between Government and Enterprises in Reducing Pollution and Carbon Emission Under the Dual-carbon Goal
摘要
Abstract
Under the constraints of the dual carbon goals,achieving collaborative governance of pollution reduction and carbon reduc-tion is not only related to the present,but also to the future green and high-quality development space.Based on the urgent practical problem of how"central government-local government-high emission enterprises"form a joint force to achieve collaborative governance of pollution reduction and carbon reduction under the environmental regulation and the supervision of the central government,an evolu-tionary game model of tripartite collaborative governance is constructed and solved,and a diversified command-controlled and market e-conomy based policy combination is designed to be embedded in the vertical governance system,and the key factors affecting the evolu-tion of system strategy are solved,and the key evolutionary conditions and paths for achieving collaborative governance are clarified.The research has proved that designing policies such as subsidies and taxes that match incentives and constraints can enhance the active governance efforts of the local government,promote the application of green technology in emission reduction by enterprises,and en-hance the efficiency of collaborative governance on pollution reduction and carbon reduction.关键词
