新《体育法》实施背景下《青少年体育工作条例》制定研究
Legislative Study on the Regulations on Youth Sports Work in the Context of the Implementation of the New Sports Law

Abstract
The newly revised Sports Law of the People's Republic of China provides that priority should be given to the development of youth sport and school sports and stresses the important role of youth sports in promoting the all-round development of young people.In order to strengthen legislation on youth sports,solve the institutional obstacles and practical problems in the development of youth sports,and give full play to the safeguarding role of the rule of law in fixing the fundamentals,stabilizing expectations,and facilitating the long-term,it is necessary to explore the formulation of the Regulations on the Work of Youth Sports and to use them as a coordinator in constructing a rule of law system for youth sports with Chinese characteristics.The formulation of the Regulations on Youth Sports is an inevitable requirement to promote the development of youth sports and the construction of a strong sports nation,a healthy China,and a China governed by the rule of law.The Regulations on Youth Sports Work should adhere to the fundamental guideline of"Party leadership",the strategic positioning of priority and comprehensive development,the value objective of promoting moral education and health first,the reform requirement of"social participation"and the rule of law concept of rights protection in youth sports,clarify the connotation of young people,delineate the relationship with the Regulations on School Sports,and regulate and adjust the relationship between youth sports activities and youth sports from the perspective of youth sports development goals of promoting young people's physical and mental health and physique,and fostering sports reserve talents.关键词
