依法治体视域下全球体育治理中自我规制的正当性理由与启示
Justification and Enlightenment of Self-Regulation in Global Sports Governance under the Perspective of Law-Based Sports Governance

Abstract
This article explored why international sports organizations should comply with non-legally binding norms formulated by their peers?In order to explain the compliance behavior of the regulated objects,a case study of Key Governance Principles and Basic Indicators adopted by the Association of Summer Olympic International Federations was selected,and analyzed the justification of compliance on this basis.The empirical analysis demonstrates that the rise of self-regulation in transnational sports governance is the result of comprehensive factors such as IFs responding to external accountability needs,evading government supervision,and constructing legal means.The findings suggest that strong enforcement is a necessary element of self-regulation,that is,transnational private regulation is only effective when the target is enforced and complied with.Additionally,IFs obey the Key Governance Principles and Basic Indicators Charter to satisfy a mixture of self-interested and norm-guided motivations.Compliance behavior can be understood as the role of motivation,as well as the role of individual or collective values and social norms.The former is based on logic of consequentiality,while in normative compliance,the basic motivation for the actor to take action is the consideration of whether the action is in line with social norms,that is,the so-called logic of appropriateness.关键词
