生态补偿标准测算模型及其应用
Ecological Compensation Standard Calculation Model and Its Application
摘要
Abstract
The determination of ecological compensation standard based on ecological value accounting can provide impor-tant theoretical basis and data support for constructing market-oriented and diversified ecological compensation mechanism.Ac-cording to the SEEA-EA,this paper identifies the types of ecosystem services that can be included in the scope of ecological com-pensation.Based on the evaluation of ecosystem service value,this paper considers the negative impacts from environmental pollu-tion and resource consumption to further calculate the net ecosystem services value,and also combines with regional social devel-opment stage and local financial compensation capacity to adjust the accounting results of the net ecosystem services value so as to construct a perfect ecological compensation standard measurement model.Taking the data of Gansu Province as an example,the paper calculates the ecological compensation standard of each city and prefecture to verify the scientificity and feasibility of the model.关键词
