摘要

Abstract

The supply and use of global climate finance is the foundation for countries to engage in interna-tional cooperation to combat climate change.The deepening conflict between financing and charging coun-tries on the supply and demand sides of funds has brought unprecedented impacts to global climate govern-ance.The COP-28 drives the injection and operation of loss and damage funds,while the implementation route of funding commitments remains unclear.The game of climate finance among all parties is manifested as an interactive narrative between financing and charging countries.In terms of the logic of value consen-sus,rule constraints and national interests,the dilemma of implementing global climate funds mainly stems from the lack of mutual trust caused by the imbalance of interest game.China is one of the important con-tracting parties to the Glasgow Climate Pact and should adhere to the principle of common but differentiated responsibilities(CBDR),and call for developed countries to fulfill their financing commitments and fulfill their financing obligations.By refining the procedures for non-compliance with financing commitments and establishing a mechanism for evaluating the effectiveness of charging countries,it aims to reflect the respon-sibility orientation of international climate change law and the value demands of procedural climate justice.
