The Issue-Integration Function of Indo-Pacific Economic Framework and Its Limitations

Abstract
The launch of Indo-Pacific Economic Framework for Prosperity(IPEF)in May 2022 is an im-portant step for the Biden administration to upgrade the U.S.Indo-Pacific Strategy and conduct a foreign policy for the middle class.Being different to a traditional free trade agreement,the IPEF looks like a list of issues from the perspective of its issue-integration function.By integrating several domestic and external is-sues including high-standard trade rules,supply chain policy,clean energy and climate policies,infra-structure investment competition,and the long arm of anti-corruption,which reflect the Biden administra-tion's preference,into this negotiating framework,the U.S.conducts geo-economic competition in the name of regional economic and trade cooperation.These issues integrated in the IPEF,without substantial incentives for regional members,are not the common concerns in the region.The rulemaking guided by the American model is hard to be completely accepted by the developing countries in the region.The negotiation method of integrating rather than bundling may limit the outcomes of some negotiations.The attention given to some issues as well as the existence and development of Trade Pillar negotiation will be affected by Amer-ican domestic politics.Therefore,while the IPEF has some negative impacts on China's surrounding eco-nomic and trade environment,it may encounter some difficulties in the process of achieving its concrete out-comes.关键词
