农业保险精确承保精准理赔的科技赋能方案与路径
Technological Solutions and Paths to Promote Accurate Underwriting and Precise Claims in Agricultural Insurance in China

Abstract
"Inaccurate underwriting and claims,serious moral risk"are persistent issues that have hinder the healthy and sustainable development of agricultural insurance in China for a long time.One important reason is the outdated technical means of underwriting and claims and the limited ability to apply new technologies.With the new round of technological revolution and industrial transformation,China's agricultural insurance technology has quietly emerged,information technologies such as big data,mobile internet,3S(remote sensing,geographic information system,global positioning system),artificial intelligence,and the Internet of Things have provided innovative impetus for the precision of underwriting and claims in agricultural insurance,and have played an important role.On the basis of summarizing the latest research progress of accurate underwriting and precise claims in agricultural insurance in China,the solution for technologies promoting accurate underwriting and precise claims in agricultural insurance was put forward as follows:in the field of crop insurance,it is necessary to integrate the big data resources such as land ownership,disasters and meteorology and 3S technologies to carry out a new operation model of"space-sky-land,multi-scale"and a new management concept of"one map for agricultural insurance";in livestock insurance,the precise identification and ownership of breeding individuals are achieved through technologies such as artificial intelligence(AI)and the Internet of Things(IoT).Based on the above solutions,a technology application path for accurate underwriting and precise claims settlement of agricultural insurance was put forward from three levels:insurance institutions,government management,and insured farmers.It was expected to provide reference for promoting technological innovation and application for precision of agricultural insurance in China.关键词
