Choice and Development Path of Strategic Emerging Industries in Hunan Agriculture
摘要
Abstract
Agriculture is not only a fundamental industry of the national economy,but also a public welfare industry to some extent,which determines that its value cannot fully reflect the price level,especially for safe food and important agricultural products.Hunan has achieved significant results in the agricultural development,while it is not strong enough,and the transition from a large agricultural province to a strong agricultural province lacks a strategic engine.Drawing on the successful experience of the state in cultivating strategic emerging industries and Taiwan's inclusion of"refined agriculture"in the six major emerging industries for key cultivation,it is urgent to select strategic emerging industries from the emerging agricultural industries for key cultivation,and create a new growth pole for high-quality development of modern agriculture.The necessity of cultivating strategic emerging agricultural industries in Hunan was objectively analyzed from four aspects:accelerating the pace of modern agricultural development,promoting agricultural transformation and upgrading,efficiently promoting agricultural supply-side structural reform,and building a strong agricultural province.The concept,five basic characteristics,and five industry selection principles of agricultural strategic emerging industries were systematically elaborated,and biological agriculture,smart agriculture,and smart leisure agriculture were scientifically selected from the perspective of the industrial chain as a strategic emerging industry in agriculture in Hunan,and the basic connotation,development direction and key points of three major strategic emerging industries in agriculture were systematically elaborated combine with their development trends.Finally,five major policy recommendations to enhance the high-quality development were put forward from the perspective of doing a good job in top-level planning and design,the key of strengthening scientific and technological guidance,the foundation of promoting policy implementation,the guarantee of improving funding channels,and the key of cultivating new business entities and so on.关键词
