我国职业教育"央地互动"机制演进的过程、特征与实质
The Process,Characteristics and Essence of the Evolution of"Central-local Interaction"Mechanism of Vocational Education in China
摘要
Abstract
"Central-local interaction"is one of important directions of current vocational education system reform.From the perspective of evolution process,the"national vocational education reform pilot area""vocational education innovation and development highland"and"new model of provincial modem vocational education system construction"since the 21st century represent the exploration,acceleration and deepening of the construction of vocational education"central-local interaction"mechanism.From the perspective of evolution characteristics,the relationship between the central and local governments has shifted from"hierarchical management"to"collaborative governance",the interactive contents has shifted from the bottom-up"request for authorization to the"guidance and justification"of the benign interaction between the central and local governments,and the interactive function has shifted from the"strong and complementary"of resources allocation to the"toolbox"of demonstration models.From the perspective of reform connotation,the essence of the reform of the"central-local interaction"mechanism is embodied in the symbiosis of goals,the optimization of resources and the improvement of effectiveness.关键词
