Analysis of High-quality Career and Technical Education Framework in the United States:Development Concepts,Elements Criteria and Evaluation Instruments

Abstract
In recent years,the United States has passed legislation to strengthen the evaluation of vocational education and enhance the quality of vocational education in terms of performance and accountability.However,under the federal system,each state has different evaluation templates for vocational education programs,which seriously affects the judgment of the overall level of vocational education in the United States.It is for this reason that the American Association for Career and Technical Education has developed evaluation framework that includes 12 elements and 92 standards to guide development of vocational education programs,with a view to provide tools to guarantee the high-quality development of vocational education in the United States.The framework presents a three-dimensional philosophy of safeguarding equity,performance accountability,and continuous improvement.The characteristics of the framework are the scientific framework design,the diverse participants,and the digital implementation process.关键词
